The northern city I live in has a big hole in the budget and services have been cut back since the new mayor came to office. Fire department cutbacks, library and pool closings, etc. have been instituted. At no time has the mayor suggested the bloated staff at City Hall be reduced nor should political patronage jobs be eliminated. Politicians know how to protect their power bases.
